DND 404 Licence Holders

Waived Testing Requirements for DND 404 Holders

Retired and active members with Canadian Department of National Defence (DND) 404 permits are eligible to have Class A, C, D, F, G, and Z endorsement testing requirements waived for the equivalent Ontario licences.

All retired and active members with DND 404 permits must still meet Ontario’s identification, vision, and medical standards, and pay all applicable licensing fees. Furnishing the DND 404 permit card in itself will not satisfy Ontario’s identification requirements.

At the time of application, the driver must have held the DND 404 permit (in any class) for at least 24 months. Retired and active members with DND 404 permits must not have been without a valid or current DND 404 permit for more than three years. The DND 404 permit does not need to be surrendered to the MTO.

Applicants that no longer hold a DND 404 permit may be eligible provided that their DND 404 permit was in good standing at the time of surrender.

Applicants must also provide to be processed at DriveTest:

  • DND 404 permit plastic card, if applicable,
  • Driver/Operator Proficiency Record (dated within the last six months),
  • Driver Qualification Letter(dated within the last six months), and
  • Covering letter(dated within the last six months).

To obtain a Driver/Operator Proficiency Record, Driver Qualification Letter, and covering letter, please proceed to your local Road and Vehicle Safety Section. The Road and Vehicle Safety Section will issue the documentation to qualified applicants.

There may be additional steps required for retired DND members and members that have never held an Ontario and/or provincial licence. Please contact your local Road and Vehicle Safety Section for details.

If you wish, by virtue of your DND 404 equivalent permit class, to obtain a controlled class of licence (e.g., Class A, C, D, or F), you must also have a medical report form (SR-LD-80) signed by a physician/specialist or nurse practitioner. It must be dated within the last 180 days, and the form can be obtained at any DriveTest Centre. The applicant will be responsible for all costs incurred completing the SR-LD-80.
